This inscription is located on the right side as you ascend from the terraced houses in Ephesus towards the Gate of Heracles.
“…the rights/powers of the sacred senate and the metropolis of Ephesus…
…are observed/taken into consideration in the name of our lords (emperors)…”
So this gives the impression of a public-administrative inscription.
